F1 Master Level anomaly

I have one patch (in User bank 1-1) which will no way allow me to write a Master Level setting via the F1 button. So this patch is effectively stuck at Mst level 200, a little annoying.

Has anyone else had this issue - and found the answer?

For what it's worth I've tried exchanging this patch with another and then trying to store the Master Level in the new location but that doesn't work either, it still remains locked at 200. And the new patch in 1-1 allows a Mst Level change to store, so it seems the issue is not related to the location of the patch.
