The UR22C wins out on internal DSP and price, but the Motu M2 has really good LED monitor strips, but is it worth the higher markup? Which would be the better choice for interfacing between the VG-99 and iPad OS, and does USB 3 and 32 bit/192khz processing really make a big enough difference compared to other audio/midi interfaces?

Since the UR22C has a separate input jack for USB power it makes use with IOS a touch easier since the MOTU needs an adapter so that you can connect it to the IOS device and a power source at the same time.

Not a technical measurement, but I compared on an electroacoustic guitar track (with Yamaha APX700) , between Motu M4 and UR22C mkII.

To me : slighty less noise, and better definition of the sound.

I assume the Motu M4 was best?

Yes, initially I preferred the M4.

I did a 2nd test. Same guitar, no FX. Trying to be as fair as possible.
Finally I moderate my initial opinion, regarding the difference in "noise".
and almost all find the result cleaner, more detailed, with more fidelity for the timbre of what I play, with the M4.
I attached below the 2 outputs that can help to have one's own opinion.
