Well ok, I've downloaded several patches with a WAH effect and I've played around with creating my own, but I cannot seem to get the WAH effect to work.
Do I need to turn something on/off somewhere?  I am surely missing something.

Load Gumtowns GR-55 Floorboard editor,  review all control assignments

The Expression pedal toe switch, so when you press the EXp pedal toe down with some pressure, the EXP Sw led will light up next to the top of the pedal.
If this is not operating,
1: the GR-55 needs to be placed on a hard surface.
2: The EXP pedal "calibration" needs to be performed, which is found deep with in the GR-55 menu system.

In addition to the above suggestions,

The Mod Block has to be swithced ON

Manual Mode needs to be selected inside the Wah effect

You have two options to control it, but not combined (Conflict)

1) Use Pdl/GK to access the EXP pedal and set it to Mod Control

2) Inside Assigns you can access MOD/WAH Pedal Position and assign it to EXP wth
    Moment control, not Toggle.

Thats the short of it, because you also have MIDI CC control if you need it.

Thanks everyone.  I'll give it all a try.

Update:  Well, I tried to do what was suggested.  Best I can get is a tone change when the Exp pedal turns on.
If I move the pedal up/down, all I get is a volume change.

Maybe something in my system settings needs to be changed?
In my System Settings, under System Pedal and GK, the CTL Pedal and EXP pedal switch are both set to Patch Setting.
The EXP Pedal On/OFF are both set to Patch Volume.
Might any of that be causing it not to work properly.

In the System Pedal & GK settings, the
CTL Pedal
EXP Pedal Switch
EXP Pedal Off
EXP Pedal On
should all be set to "PATCH"

Thanks Gumtown, that did the trick.
