I'm having difficulty opening the Galaxy Librarian file that downloads from this site:

http://www.vg-8.com/wiki/Software

Anyone else having this experience?

I assume it's because it won't run on OS X and probably requires OMS.

Is there a way to translate the backed up Galaxy files I have so another program can read them?

Galaxy runs only on OS 9 and earlier Systems and needs OMS. If You can't get hands on some old Mac
You could try Sheepshaver to run OS9 software on OSX. To get Galaxy Patches exported I would
assign IAC Bus as output and record midi dump into some other software.

All VG-8 patches are here:
http://www.vg-8.com/wiki/Patches

and you may use ANY software program on ANY platform  that sends Sysex files via MIDI to load them into your VG-8
