that GM 70 linked to above at Reverb.com was converted by Yohan Damour to include the bc13 circuitry inside for the 24 pin to 13 pin conversion.

Apparently the conversion doesn't alter the original GM70 pitch to MIDI function.

My understanding is the 13 pin out Jack is an added feature and would not include the built-in latency.

In other words it's a separate bc13 circuit that parallel uses the 24 pin in Jack for;

1.The original GM 70 pitch to Midi

2. The added bc13 circuitry

Here's his quote from Reverb.

I agree that I would not want a GM 70 to do pitch to MIDI, however the value in used GM 70's now is for parts, specifically the 24 pin Jack.
