There are only two inherent 12-string emulation tools out there.
One is in a pedal form - Digitech Mosaic and the other is 12-string emulator in Amplitube Acoustic software bundle for iOS devices.
Not much to choose from.
Someone should check if Guitar Rig Free is plausible alternative to those two mentioned above. There is a tool for splitting frequency band with separate effect chain for each. If split point is set for H string frequency - 246.94 Hz, the upper band could run into some doubler equivalent and the lower into upper octave adder.
I would test it by myself but unfortunately I lended my only guitar right now. Maybe the right sound of this technic lays in applying very steep slope of frequency band splitting point.

What is your goal?

If its recording only - overdub with  capo at 12th fret

If its live performance  - consider a hex PU guitar ( Variax, Antares ATG,  GP-10 , GR-55, VG-99, VG-8, VG-88)

or Vox Starstream and strip away its DSP electronics and mount in a foot pedal

Or wait for this to go on sale again $300 - (this option  below sounds much better than above options)

If you need 12 string sound at live gigs

Get a Digitech Mosaic

Recently heard it at "The Immediate Family" show. Used with a stock PRS, sounded convincing out FOH PA
