I am confused as to how to use the FC-300 for live performance.

I am using the information here:

The Foot Switch labeled 1/6 = CC#65?

None Exist as far as i know.

Use these pedals to switch banks and select numbers. i.e. select the active range of the five Number pedals - from 1-5 or 6-10

Use FC-300 Control Change Mode

The FC-300 is usually used in the "Exclusive mode" operation since this is the default mode when you start your VG-99. In that mode, you can select a patch by pressing "number pedals" (1/6 – 5/10). You can assign the desired functions to control pedals (CTL1, CTL2), then use them for control over those functions.
Many find Exclusive  mode is not useful for live performance because changing patch number is not a recommended way to add or remove effects. Also, it's not easy to press the control pedals CTL1 and CTL2 with your foot during a performance. You are limited to two target parameters (ASSIGN1 and ASSIGN2) per controller, thus, if you want to enable compressor, distortion and chorus when pressing pedal CTL1 you won't be able.
The FC-300 can be used in a more interesting mode: "Control Change mode". This is the mode for sending Control Change messages. In this mode, all the pedals can be used to send Control Change messages. This mode is very interesting for live performance because you can assign the desired functions to " five number pedals" (1/6 – 5/10) instead of selecting a patch number. Each pedal is set at the factory as shown below.

[DOWN] This sets the number pedals to function as pedals 1–5.

Then use the VG-99 Editor to Create Control Assignments FX Targets, mapped to the above MIDI CC# sources.

Is there a way to use 1-10 as a direct patch in CC mode?
Is it possible to change patches with SYS/CTL  in CC mode?

I'm guessing that in order to use CTL 3/4 you need a Y cable? or you would have to manually push/pull the cable in the 1/4" output jack to switch between 3/4 when using a single cable?
