This looks looks like a good way to do an Android (or multi-platform) app for VG or GR. here's their website:
http://www.rcsprogramming.com/rcsprogramming/webFiles/RTE.html

It's free if you use the 'ping' version, and $29.99 to buy a download version.
There is a free Android app that is made using RTE3 for Reaper control that RCS says you can use as a template for other Android controllers, info here:

AND...if you want to use it with a wired MIDI interface on Android devices:
https://play.google.com/store/apps/details?id=re.serialout&hl=en
It uses the headphone audio output to generate serial MIDI out, schematic here

Cool info on RTE3!

I like the Android Tablet Headphone Out to MIDI Out adapter

Smart.  Actually smarter than the obvious application, which is to use the headphone jack for audio i/o, where it inevitably falls short in terms of fidelity.

Easy to forget that MIDI is a serial implementation, and that, so long as everything is powered/grounded properly, a simple connection like this is all that's required.
